The landlord cannot board up and lock you out while you are still living in the building. The landlord can board up individual vacant units. Has the building been foreclosed? If it has and the bank owns the building then the bank has to give you at least 90 days notice. If the building becomes a danger, the City of Chicago can close the building. If the landlord wants you out then the landlord has to give you a notice to terminate the tenancy. If you do not leave then the landlord still has to take you to court.

I'm living in a building where I'm the last tenant left in the building. Everyone else has moved out so most of the building is empty. What if the landlord wants to board up the building? Can he do it while I'm still living here? Can he kick me out?

The City will inspect properties at the tenants request. You can do this by contacting the City through its 311 number.

Just another ordinance passed by the city. What about the landlords who don't maintain their properties? Who will enforce that? This is another waste of time.
